Article 1. General Provisions
- This statute defines the legal status, objectives, functions, structure, and accountability of the Department of Information Technologies (hereinafter referred to as the Department) of the LEPL Georgian State University of Sport (hereinafter referred to as the University) and regulates other matters related to its activities.
- The Department is a structural unit of the University, which in its activities is guided by the legislation of Georgia, the Law of Georgia “On Higher Education,” internal legal acts of the University, this statute, and other legislative and subordinate normative acts.
- The Department is accountable to the Head of the University Administration and fulfills their instructions and assignments.
Article 2. Scope of Activities and Functions of the Department
The scope of activities and functions of the Department are as follows:
- In the direction of network administration:
- Implementation and subsequent administration of server and network infrastructure throughout the University;
- Ensuring and managing the security of the University’s network infrastructure;
- Administration of the wireless network (Wi-Fi);
- Documentation of the computer network infrastructure;
- Identification of faults in the computer network, their proper identification, and timely elimination, with communication with the manufacturer if necessary;
- Management of the VoIP network;
- Management and support of internet access filters, Firewall, and VPN connections;
- Monitoring of the network, users, and related activities and events;
- Management of access on the Firewall;
- Basic diagnosis of the computer network.
- In the direction of technical support:
- Ensuring the uninterrupted and proper operation of computer equipment on the University’s balance sheet;
- Repair of equipment within the scope of possibility;
- Ensuring the proper operation and periodic updating of the University’s computer equipment software;
- Providing relevant consultations to the University staff and students to effectively use computer equipment and modern software tools, and, if necessary, planning and conducting relevant training for them;
- Facilitating the management of the University’s business processes within its competence;
- Facilitating the administration of the University’s website.
Article 3. Structure and Staff of the Department
- The Department is led by the Head of the Department. The Head of the Department is appointed and dismissed by the Head of the Administration in agreement with the Rector. The Head of the Department is responsible for the fulfillment of the functions assigned to the Department and is accountable to the Head of the Administration.
- The positions provided for in the University’s staffing schedule are: Head of the Department, Deputy Head of the Department, and Chief Specialists.
- The Head of the Department has a Deputy, who is appointed to the position by the Head of the Administration upon the recommendation of the Head of the Department.
- The employees of the Department are appointed and dismissed by the Head of the University Administration upon the recommendation of the Head of the Department.
- In the temporary absence of the Head of the Department (leave, business trip, illness, temporary absence for more than 2 days), as well as by order of the Head of the Department, their duties are performed by the Deputy Head of the Department.
Article 4. Head of the Department
- The Head of the Department:
- Leads and directs the activities of the Department;
- Distributes duties among the employees of the Department, gives them relevant assignments and instructions;
- Submits an annual report on the activities of the Department to the Rector and the Head of the University Administration;
- Periodically hears reports from the Department’s employees on the work they have performed;
- Vises the documents prepared in the Department within the scope of their competence;
- Is responsible for the evaluation, encouragement, development, and motivation of the employees of the Department under their subordination, initiating disciplinary measures, and agreeing to or independently determining the deadlines for the work to be performed by the Department;
- Is responsible for the fulfillment of the tasks and functions assigned to the Department;
- Carries out the evaluation of subordinate employees;
- Participates in or independently organizes and controls the activities of the Department and its structural units, regulates and resolves professional and organizational problems that are of particular importance for the effective work of the Department;
- Agrees to and is responsible for the functions, procedures, conclusions, reports, and various types of activities performed by the Department;
- Fulfills the instructions of the Rector and the Head of the Administration within the competence defined by this statute.
- In the absence of the Head of the Department, the duties of the Head of the Department are performed by the Deputy Head of the Department.
Article 5. Deputy Head of the Department
- The Deputy Head of the Department:
- Participates in determining the priorities of the tasks to be performed by the Department;
- Gives advice and recommendations to the Department’s employees to improve and develop the quality of their work;
- Controls and facilitates the process of fulfilling the tasks set for the Department;
- Performs other functions related to the competence of the Department at the request of the Head of the Department;
- Carries out the evaluation of subordinate employees;
- Fulfills other assignments of the Head of the University Administration and the Head of the Department and is accountable to them;
- Fulfills the duties and individual assignments related to service activities by this statute, internal regulations, the University’s governing bodies, and the head of the Department;
- In the absence of the Head of the Department, performs the duties of the Head of the Department.
Article 6. Chief Specialists of the Department
The rights/duties and functions of the chief specialists of the department are defined by the labor contracts and job descriptions signed with them.
Article 7. Concluding Provisions
- Amendments and additions to the statute are made in accordance with the procedure established by the legislation in force in Georgia.
- The reorganization and liquidation of the Department are carried out in accordance with the procedure established by the legislation in force in Georgia.
- The statute comes into force from the moment of its approval by the Representative Council of the Georgian State University of Sport.
- The statute loses its force upon the approval of a new statute and/or the liquidation of the Department.
