In 2019, David Oboladze earned a Doctorate in Business Administration from the Georgian Technical University. His dissertation focused on optimizing the performance-based budgeting system in Georgia.
In 1995, he began his career at the Foreign Relations Committee of the Parliament of Georgia as a specialist-economist.
From 1998 to 2001, he worked with USAID’s fiscal project (Barents Group) as an advisor to the Parliamentary Budget Office of Georgia.
Between 2000 and 2005, he served as an expert-analyst and legal consultant in various international projects (GEGI, SIBLY, GESI) supported by USAID.
From 2001 to 2006, he was a lead specialist in the Expenditures Division of the Parliamentary Budget Office of Georgia. From 2001 to 2014, he continued working at the same office as a chief specialist.
From 2004 to 2009, he was a lead specialist in the temporary parliamentary commission for reviewing the activities of the Chamber of Control.
From 2014 to 2017, he held the position of chief specialist at the Parliamentary Budget Office of Georgia and periodically performed the duties of the office head. During the same period (2014–2020), he worked as a researcher at the Institute of Economics and Business Research at Ilia State University.
Since 2017, he has been serving as a chief specialist at the Sports Committee of the Parliament of Georgia.
Since 2018, he has been an associate professor at the State Teaching University of Physical Education and Sport of Georgia.
Since 2022, he has been a member of the University’s Representative Council.
From 2019 to 2022, he also taught as an associate professor at the Georgian-American University (GAU).
From 2020 to 2024, he served as the head of the Master’s Program in Sports Management.
Since 2021, David Oboladze has been a member of the presidium of the Association of Security Researchers (USMA). In the same year, he founded and began leading an unregistered network for sports economics and business research.
He has over 25 years of experience working in the Parliament of Georgia, particularly with committees related to finance, economy, and sports policy. He is distinguished for his support in legislative and oversight processes, analytical activities, and organizational management.
He has supervised numerous bachelor’s and master’s theses and has participated in the development and administration of academic programs.
His research interests include public finance management efficiency, micro- and macroeconomic analysis, economic and legal expertise, public administration effectiveness, economic security issues, and the development of sports economics.
